City Official: At City Hospital, uninsured patients tend to

have shorter stays and fewer procedures performed than do insured patients, even though insured patients, on average, have slightly less serious medical problems at the time of admission to the hospital than uninsured patients have. Critics of the hospital have concluded that the uninsured patients are not receiving proper medical care. However, this conclusion is almost certainly false. 城市医院里，比起那些保了险的病人，没保险的病人在医院里呆得时间短，做的检查也少，尽管那些保了险的病人比没保险的病人的病整体来说要轻一些（不由得想吐槽我大天朝的坑爹医疗制度）。于是医院的吐槽者就说没保险的病人并没有接受正确的治疗。但这种说法是错的。我们信息调查发现，保了险的人喜欢在医院呆更长的时间，做更多不必要的检查。

综述：保险的人在医院里呆的时间更长不是因为医院的原因，是自己喜欢呆。所以吐槽者是无理取槽。

于是两句话的关系就很明显啦，第一句是吐槽者的结论，第二句官方的结论。
